He pointed out that the work is not currently being done institutionally in the government, as the development and budget plans must be in line with the general policy of the state, and the government’s performance should be within this plan.
And within the constitutional authority of the People's Assembly that there be a supervisory role for it in applying this general policy of the government, and accordingly, the government must present the budget with its constitutional dates, and cut off its accounts, so that accountability is done financially, indicating that with regard to cutting the account, “We know that the finances have been damaged In some areas, there was a loss of documents, which delayed the approval of some years of account cuts. ”
Al-Dandan saw that the government does not submit the development plans stipulated in the constitution, which must be submitted annually, indicating that there is more than one ministry that has changed. For example, the Minister of Industry has changed four times, and each minister comes up with a different plan for the previous minister, and this matter It is not permissible, stressing that there should be clear plans.
He added: “Is it possible that a tax of up to 50 billion pounds be imposed on employees in the 2020 budget, even though the largest support must be provided to them now, while the real estate trade tax is only 5 billion, even though the price of a building in Damascus exceeds this number ».
Al-Dandan indicated that the People's Assembly is not currently performing the performance required of it, and if the three authorities were committed to transparency, the situation would be much better, stressing that the government does not adhere to transparency, and despite the prime minister's assertion several times in the People's Assembly that it will be transparent.
Another example, which Al-Dandan talked about is the smart card, which he considered has no benefit to the card, and is not being used at present in light of the current gas crisis, directing the need for the oil minister to clarify the reasons for the lack of gas currently present in the markets to citizens.
He added, "The economic situation is currently difficult, and it is putting pressure on the citizens. The government must find logical remedies for this situation, and all authorities must bear the responsibility of alleviating the Syrian citizen."
